PROJECT OVERVIEW:
Initially reporting to the Terminal Project Manager the Project Engineer assists PARSONS Program Management (PM) Services in support of the $500M expansion and renovation of John Wayne Airport, County of Orange (Client) in Orange County, California. PM services include the management of several design and construction contracts on behalf of the Client. Work is performed at the Client provided site office at the John Wayne Airport.
POSITION OVERVIEW
Reporting to and under the general direction of the Parsons Program Manager, independently performs varied and complex management responsibilities for management and oversight of individual Design Consultants, Construction Contractors, other Consultants and Service Vendors safety programs on the job site of the John Wayne Airport. The incumbent is expected to exercise initiative, sound professional judgment and a thorough knowledge and experience in application of Federal and State safety regulations and the Parsons Corporation safety policies.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Manage Safety Programs on individual projects in the Airport Improvement Program and promote safety awareness and practices. Duties include:
Reviews submissions of safety plans prepared by Client consultants and construction contractors and provides recommendations for acceptance of the plans by the Client and corrections or improvements to the plan
Coordinates individual contractor and consultant safety plans
Participates in reviews of design submissions for drawing and specifications and recommends improvements or in the documentation to further comply with appropriate code requirements or enhance safety
Coordinates safety reviews and audits within the program on individual projects
Performs routine audits to check compliance with individual contractor’s and consultant’s safety plans
Participates in group implementation efforts, promoting action amongst all entities within the program that all safety requirements are understood and accounted for
Establishes internal processes and documentation to document compliance with contractual requirements
Provides health and safety expertise; manages and updates Parsons’ internal Project Safety Plan, and facilitates and performs risk assessments on program job sites
Prepares and conducts safety training to Parsons and other program team staff members
Creates and implements a program educating all program team participants, including consultants and staff members, on project incidents, near misses, and accidents
Investigates incidents, near misses, and accidents and provides reports
Collaborates with the Client’s safety organization on promoting safe practices and provides notices of incidents to appropriate authorities
Represents Parsons on any regulatory agency reviews
Manages the lessons learned program and that incidents and near misses are documented and shared to all entities throughout the Program
Other Duties
1. Perform professional duties as required to support the Program Management team (including the Project Manager, Design Manager, Contracts Manager, and others) as required to assist Parsons in fulfilling the contractual requirements with the Client.
2. Act to achieve the Parsons Safety Program goal of zero incidents
3. Act to implement Parsons Quality Control Program (PACE Quality Management)
4. Complete work on time
5. Use the Client’s document control and project automation tools
SECTION III: EXPERIENCE AND QUALIFICATIONS
PREFERRED EDUCATION & WORK EXPERIENCE:
4-year college or university degree with a major in engineering, construction management, or project management
Experience required is in the range of 5 consecutive years practicing safety programs on construction projects involving building and civil works
SKILLS/COMPETENCIES:
Experience with:
1. Principles, practices and methods used in public agency airport design and construction programs
2. Office and records management practices and procedures.
3. Principles and practices of sound business communication with excellent written and verbal communication skills
4. High proficiency with office automation, Microsoft Word, Excel, Outlook and similar programs
5. Familiarity with project automation systems such as Skire or Expedition and scheduling programs
Ability to:
1. Define issues, analyze problems, evaluate alternatives and develop sound, independent conclusions and recommendations and promote a collaboration to achieve a common goal of zero incidents.
2. Organize, set priorities and exercise sound independent judgment within areas of responsibility.
3. Draft clear, well-defined documents.
4. Prepare clear, concise and comprehensive reports and written materials.
5. Exercise sound independent judgment within general policy guidelines.
6. Maintain complete, comprehensive records and files.
7. Use tact, discretion and diplomacy in dealing with sensitive situations and concerned contractors and consultants.
8. Establish and maintain effective working relationships with Airport managers, staff, contractors, consultants, vendors and others encountered in the course of work.
9. Communicate effectively, efficiently and often with members of the project team
